There is a set of French rules called Amiraute, written by Paul Bois and dedicated to the naval war in 39-45. The game is played on a sheet of paper or with miniatures. Most of the French players of naval war miniatures are using these rules, because it's less sophisticated than Seekrieg, for example.

You can mix strategic moves and tactical fightings. The author (Paul Bois) has made a lot of tables for firing shells, torpedoes or AAA. It's very easy to create a new warship - all you need are some easy-to-find data (length, displacement, upper armor, side armor, speed, and so on).
